PROJECT OVERVIEW

The Century + Restorative Care Village Permanent Supportive Housing Project (Century + RCV PSH) will be a catalytic community resource providing 300 permanent supportive and affordable homes as well as relevant community-serving resources. These include a peer respite facility and a workforce development kitchen and cafe. In addition, Century + RCV PSH will provide for a variety of outdoor landscaped spaces designed to promote healing and restoration which will be accessible as an amenity to the broader community.

HEALTH INNOVATION COMMUNITY PARTNERSHIP (HICP)

Since Century was selected by The County of Los Angeles to develop the project site in 2022, we have coordinated closely with the Health Innovation Community Partnership (HICP), which seeks to engage community voices and perspectives in projects located on and around the LAC+USC Medical Center Campus. Century regularly presents to the HICP during their monthly meetings. In addition, HICP leadership has formed a Project Subcommittee of approximately 20 community members to explore various project elements.

COMMUNITY ENGAGEMENT

In consultation with HICP, the Los Angeles County Development Authority, and LA County Supervisor Hilda Solis’ Office, Century has developed a Community Outreach Plan that will guide outreach over the next year.

COMMUNITY DESIGN WORKSHOPS

Two in-person community workshops were recently held to present the project and design concept to residents and stakeholders. Three interactive stations were set up to provide participants with the opportunity to ask questions and provide feedback. Interactive stations focused on 1) Building Design, Community-Serving Spaces, Public Art, 2) Open Space and Neighborhood Connectivity, and 3) Households, Resident Selection and Supportive Services. Meetings were held at the Lincoln Heights Senior Center on May 11 and Los Angeles General Hospital on May 17.  Professional translators were available at each meeting. A third community workshop was held virtually with stakeholders and organizational leaders from the Chinatown community on May 19. Interactive feedback was gathered using Zoom’s vote preference feature.

LAC + USC MEDICAL CENTER CAMPUS RESTORATIVE CARE VILLAGE (RCV)

The Restorative Care Village (RCV) is envisioned as a three-phase project that will provide Los Angeles County residents with the full continuum of care — recuperative care, supportive housing, a rest and recovery center plus psychiatric services — alongside education, training, employment and recreational and social amenities.

RCV—PHASE I

Recuperative Care, for those recovering from living on the streets, and Crisis Residential Care, for those dealing with domestic abuse and other challenges; both are part of the Acute Care Hub

RCV—PHASE II

Wellness Hub, which will house a Community Resource and Recreation Center, services to secure employment, Permanent Supportive Housing, a Recovery and Respite Center, and Psychiatric Urgent Care.

RCV—PHASE III

Acute Care Hub including a Psychiatric Hospital and Psychiatric Emergency Department.

The Century + RCV PSH project is considered the second phase of the Restorative Care Village concept and is focused on creating a wellness hub which will provide Permanent Supportive Housing, a Recovery and Respite Center, workforce development services, and therapeutic indoor and outdoor spaces.
